Quality Assurance Requirements
Quality Assurance (QA) is a mandatory requirement and helps to ensure that Energy Performance Certificates (EPCs) and Display Energy Certificates (DECs) are produced to an accurate and consistent standard throughout the industry.
QA audits are conducted by Elmhurst across all assessor strands and the specific QA requirements for each strand can be obtained by clicking on the following links:

QA Core Requirement
The evidence provided by an energy assessor to a Scheme, and retained by that Scheme, must be sufficient for an independent assessor to generate an EPC with an identical SAP rating (or Operational Rating in the case of a DEC)as the QA assessor based on the evidence provided, and that the evidence provided should be of such a nature that an independent assessor will be reasonably certain that the evidence provided relates to the particular EPC or DEC.
QA Audits
Elmhurst are required to audit a minimum of 2% of domestic EPCs and 1-3% of commercial EPCs and DECs lodged in England & Wales. Each assessor will be subject to a minimum audit of one EPC per quarter for domestic lodgements, or one EPC/DEC per six months for non-domestic lodgements. Please note – The QA requirements for the Scotland and Northern Ireland regions differ from England & Wales and the number of audits conducted may be lower than the level stated above.

Submission of QA Evidence
Our preference is for an electronic copy of the QA evidence as this allows us to process your submission more efficiently.
Please note that the total file size of all attachments must not exceed 30Mb as this will not be accepted by our systems.
QA evidence should be submitted via one of the following methods:
- Elmhurst QA Hub - We recommend that your survey evidence is submitted to us via the Elmhurst QA Hub, which will allow you to upload either a single document (in Microsoft ‘Word’ or ‘PDF’ format) or individual site notes, floor plans and photographs. Please click here to access the QA Hub.
NB – The QA Hub may be used for DEA submissions only. OCDEA, NDEA and DEC survey evidence must be submitted to us via e-mail or post. - E-mail - If you intend to submit your evidence by e-mail, please create a single document (in Microsoft ‘Word’ or ‘PDF’ format) containing all photographs, floor plans and site notes for the property and send it to: DEA - DEA-QA@elmhurstenergy.co.uk

IMPORTANT NOTE - All postal and e-mail submissions must be received no less than 48 hours before the prescribed deadline in order to allow time for your submission to be booked on to our QA system.
On completion of your QA audit, feedback will be issued via e-mail. DEA feedback can also be viewed by logging on to the Elmhurst QA Hub.
